See Countries for a list of all nations in ESU.

In the history of the Elder Scrolls universe, many sovereign nations have existed, either in fact or in the minds of the people. ESU allows for the creation of many such nations through various methods such as events, missions, or decisions. The following article will detail how to form each formable nation. With the exception of forming Tamriel, each nation requires five cored provinces, a primary culture, and cannot be certain similarly formed nations. Due to their being over 115 formables, countries are divided into their continents, and Tamriel is divided into its super-regions, otherwise known as the official Provinces of Tamriel.
